Bioethical Security and Policy

Articles including experiments on living vertebrates or higher invertebrates must confirm that the experiments were performed according to the regulations and ethical guidelines

 The corresponding author must provide licencing or institutional committee statement which includes related details about animal characteristics which may effects on the article’s results.

 For the human related research, corresponding author must provide a statement from a research committee which confirms that the participants provided them with their informed consent.

 Corresponding author must address the details of the institution(s) which provides the tissues without violating privacy of the donors.

 Using of human gametes, human embryonic stem cell, human embryos and stem cells must be according to the ethical guideline and regulations. Corresponding author must provide passer with a statement from institution or licencing committee explaining any related details of used cells. Also, statement from the percipient must be obtained which confirm their informed consent. 

 Any presented images of human in the article must protect precipitant or patient anonymities (covering both eyes).  Corresponding authors must provide a statement that they obtained informed consent from people percipient.

 Passer decline to publish any experiment which places the national security in danger.

Peer-Review Policy

 Articles to Passer journal are peer-reviewed at the editors’ discretion.

 Peer-reviewers use Passer online system to submit their reports by pressing a link in their email which they received previously from Passer editors.

 Passer publish important scientific research with strong evidence in its conclusion

 Editorial staff read all submitted manuscripts, those which not meet with Passer editorial criteria are rejected without sending to referees.

Manuscripts with potential interest are sent to at least two referees, then depending on referees’ suggestions editors decide with following decisions:

Passer editors select the most experienced scientist in each field who have registered to Passer as reviewers

  • Accepted without revision
  • Accepted with revision
  • Deferred, authors must revise submitted manuscripts by addressing them specific concern before taking the final decision  
  • Rejected with suggesting further work and gives authors option of resubmitting
  • Rejected without suggesting resubmission, because of major interpretational or technical issues  

 Passer editors receive referee's information to reach a right decision onsubmitted articles, which improve the quality of passer’s publication.

 To reach decision, Passer asks referees some questions on submitted manuscripts as fellow: Passer does not release the identity of author to the reviewers and vice versa.  The identity of both remains anonymous during and after the reviewing process.

  • Summarising significant outstanding results of the work
  • Are there any mistakes in the manuscript? write in detail
  • Is the conclusion original?  Are the presented results of interest to people in a specific field?
  • How are the used methodology, data quality, and its reproducibility?
  • Accuracy of statistical analysis which was used, error bars and figure legends related problems must be addressed by referees.
  • Is the Interpretation of the conclusion reliable, valid and robust?
  • Any suggestion for improving the manuscript should be listed.
  • Have authors used wright and recent references? Should they exclude any references or include other new ones?   
  • Is the context of the all part of the paper clear and easy to fellow?
  • Is there any area in the manuscripts is outside your expertise?
  • Others question to ask the authors?

 At least two independent referees are selected by editors, to give feedback on all selected articles submitted for peer reviewing.

 Authors can suggest independent appropriate reviewers and they can also request excluding one or two individual or institutions. Correction and retraction policy

 We are responsible to correct any errors in any Passers’ published papers, which been published previously, by consideration the reader scientific criticisms.

 Passer resends the paper to the peer-reviewing, most likely to they who had reviewed the article previously. Passer also sends a copy to the corresponding author. After refutation process the article can be corrected, retracted or remain as it is with no change.

 Passer is welcoming any comment from the readers, they can contact Passer by sending their criticism on any published articles.

Availability of Materials and Methods

 The principle of any publication should be reproducible and built upon the published claims.

 Any publication in Passer journal requires the author to make materials, data, and used protocols available for readers without any restrictions.

 Any used material, software, computer code or algorithm should be available commercially,

 Authors are required to provide their specific detailed experimental protocols.

Publication and the Media

Authors must do not disclose their findings in the submitted article to the public and media before publication date.

Publication Ethics

 The Passer editorial board and the authors both agreed about personal accountability for the authors to own their articles.

 The authors have to answer any related questions to the integrity and accuracy of all parts of the submitted articles.  Submitting any papers by corresponding authors mean all co-authors agreed on the passer policies.

 Corresponding author is responsible for submitting statement of competing or conflicting interests’ behalf of co-authors.

 Corresponding author has to ensure transparency, originality of the data, and accuracy of articles. Also, he/ she has to ensure all authors contribution in the article.

 Corresponding author has responsibility of ensuring the accuracy of the article contents, including the names, addresses and affiliations of co-authors.

 After publication, authors are responsible about any aspects of the article which needs correction.  The author’s primary affiliation should be where they did most of their work, also they can state their current address.

 Open Researcher and Contributor Identifier (ORCID) must be provided by corresponding authors. Also, Passer encourages co-authors to provide their ORCID as well.

 Responsibility of the corresponding author toward the Passer journal requirement should not been neglected.

 Plagiarism, which is copying without acknowledgment or stealing an intellectual property such as authorship of a text, idea, image, or results.

 This policy concerns the addition, deletion, or rearrangement of author names in the authorship of accepted manuscripts: Before the accepted manuscript is published in an online issue: Requests to add or remove an author, or to rearrange the author names, must be sent to the Journal Manager from the corresponding author of the accepted manuscript and must include: (a) the reason the name should be added or removed, or the author names rearranged and (b) written confirmation (e-mail) from all authors that they agree with the addition, removal or rearrangement. In the case of the addition or removal of authors, this includes confirmation from the author being added or removed. Requests that are not sent by the corresponding author will be forwarded by the Journal Manager to the corresponding author, who must follow the procedure as described above. Note that: (1) Journal Managers will inform the Journal Editors of any such requests and (2) publication of the accepted manuscript in an online issue is suspended until authorship has been agreed. However, there is no guarantee that the request to the addition, deletion, or rearrangement of author names in the authorship is acceptable, The editorial board will decide if the request is acceptable. After the accepted manuscript is published in an online issue: Any requests to add, delete, or rearrange author names in an article published in an online issue will not be acceptable.

 Any act in any part of an article does not fit with passer’s plagiarism criteria, such as cutting and pasting a large part of a text without appropriate attribution, leads submitted articles in Passer to not be published.

 If an author tries to reuse a significant part of published work, it will be considered as duplicate publication and it will be not published.

 Passer use similarity (plagiarism) software tools to check submitted manuscripts.

 Passer performs confidential and anonymous peer reviewing. The identities of Passer reviewers are kept and not released. Also, referees' reports must not be published or released. However, Passer cannot guarantee referees confidentiality against the court legal action to disclose their identity.

 The editors for each branch of science are independent in their decision about publication, and they are fully responsible for the article content. The Director-in-Chief, Mohammed Ibrahim Khalil is responsible for the publications quality which can be enquired by the Editor-in-Chief, Hassan Muhammad Rostam.
