The topic is related to the point which is about the plant layout, the issue of layout, the plant layout function is multiobjective but conflicting objectives limit the optimal layout function which is an objective function that determines the best place for each working department while considering two factors; the first one is the increase of the adjacencies of the departments, and the second is the decrease of the costs of workflow among them. Tabu-search model has been developed with the purpose of improvement in the water pump factory layout. The model focuses on minimizing the work flow costs and maximizing the sum of total closeness cost to achieve high interaction synergy between the tasks in process units. The applied technique is implementation of existing departments of external facilities within the secured dimensions of total facility which is then extended by dividing the remaining area of space in to a number of dummy departments with the help of FBS structure. In this study, total ten trial results were assessed for as long as none of them had a violation of the shape characteristics, and then consecutively compared by the methods offered such as improvement percentage value. If the problem with the highest value, the solution of which demands no violation of any constraint, exists, it is regarded as an optimal solution. The two Bays with the best design, of which each is comprised of two Bays and all the respective structures, are shaped as an almost optimal rectangle. The most cost-effective one that provides (59.303 which is higher than the previous one), saves more trips between departments and less cost until it reaches (optimal layout), compared with the previous layout.
